The Quileute-Cullen Treaty
1) The Quileute Indian Reservation, including the town of La Push and the communities of First Beach, Second Beach, and Third Beach are the sovereign domain of the Quileute Nation.
2) There is no hunting of animals permitted in the Flattery Rocks National Wildlife Refuge or the Quillayute Needles National Wildlife Refuge. This area extends from State Route 112 in the north, extends south to Highway 101, and reaches inland 2 miles from the Pacific coast. This area includes all of the territories of the Makah Indian Reservation, Ozette Indian Reservation, Quileute Indian Reservation, and the Hoh Indian Reservation.
3) No vampires are permitted within the boundaries of the Quileute Indian Reservation without prior authorization or special circumstances as outlined in section 12 of this treaty. The same goes for the Quileute pack.
4) Vampires are prohibited from biting humans, whether to kill or transform in the Protected Lands. This area is defined from State Route 112 in the north, State Route 113 in the east, continues along Highway 101 in the east, and ends at the town of Kalaloch, Washington.
5) Quileute members are prohibited from revealing the existence of vampires. This includes written, verbal, or photographic evidence or implications. Quileute members are permitted to discuss issues pertaining to vampires with other vampires and Quileute members on the social networking site Twitter with the understanding that, while humans may read this commentary, no information may be directly revealed to a human.
6) Olympic Coven members are prohibited from revealing the existence of Quileute Shapeshifters. This includes written, verbal, or photographic evidence or implications. Olympic Coven members are permitted to discuss issues pertaining to shapeshifters with other vampires and Quileute members on the social networking site Twitter with the understanding that, while humans may read this commentary, no information may be directly revealed to a human.
7) Quileute members are prohibited from harming, or arranging/authorizing harm to any member of the Cullen Family, as defined by its members: Carlisle Cullen, Esme Cullen, Mary Alice Brandon Cullen, Jasper Whitlock Hale, Rosalie Lillian Hale, Emmett McCarty Cullen, Edward Anthony Masen Cullen, Isabella Swan Cullen, or any aliases or alternate identities to be included at a later date.
Vampires must protect the privacy and secrecy of other vampires. This includes (but is not limited to) concealing evidence of hunting, tracking or killing.
9) Carnivorous vampires are permitted to hunt outside the Protected Lands provided they use discretion and act in a manner intended to protect the secrecy and privacy of other vampires and Quileute members.
10) In the event that a human is mortally wounded in circumstances other than: 1) suicide attempt, 2) a Quileute Shapeshifter attack, or 3) an Olympic Coven Vampire attack, Dr. Carlisle Cullen may use his discretion in turning the human into a vampire. Only under this circumstance may a single vampire, Dr. Carlisle Cullen, bite a human, even if he must cross into protected land to do so. Where as he may change someone he must notify the Quileutes of said change to avoid confusion among the pack.
a. No member of the Quileute Nation may be turned into a vampire.
11) Dr. Carlisle Cullen may cross into the Protected Lands for the purpose of offering medical care.
12) Vampires from the Olympic Coven may enter the Protected Lands ONLY under these special circumstances:
a. Dr. Carlisle Cullen are in immediate danger.
b. A vampire from outside the Olympic Coven has crossed into Protected Lands
c. A human or Quileute Shapeshifter is in immediate mortal danger.
Any Quileute Shapeshifter or vampire who violates the sanctity of this treaty will be held for questioning. If convicted of a violation, punishment may include a warning, banishment, or death. The severity of the punishment is in direct correlation to the intention and severity of the violation. Any amendments or additions to this treaty must be negotiated and agreed upon the members of the Olympic Coven and the Quileute Nation.
